JOB SUMMARY: Under broad supervision, provides advanced level professional support in one or more of the following areas: OMAT, maintenance, construction, intermodal, planning, utilities, surveying, environmental or traffic. May also serve as a lead worker providing training to lower level staff.

JOB SPECIFIC DUTIES: Under limited supervision, independently manages construction activities on turnkey projects. Inspects and supervises the inspection of the contractor work to confirm that contract requirements are satisfied and work is performed in accordance with other applicable guidelines and with established practices. Trains and supervises less experienced personnel. Prepares and distributes reports which document and provide basis of payment for the work accomplished. Reviews project plans and contract documents prior to and during construction. Establishes communication with local governments and property owners in an effort to enhance the responsiveness of the Department.

STATE ENTRY QUALIFICATIONS:

· Bachelor's degree in a related field and One year of related experience

· OR Associate's degree in a related field from an accredited college or university and Two years of related experience

· OR One year of experience at position equivalent.

AGENCY PREFERRED QUALIFICATIONS:

· Two years of project management experience

· Experience in construction specifications and standards

· Experience in acceptable construction practices and a thorough understanding of the English and metric systems and their interrelationship

· Extensive experience monitoring construction costs

· Extensive experience negotiating prices for contract modifications with contractors

· Extensive experience reading and comprehending blueprints and all other documents associated with construction projects

· Extensive experience writing or supervising the preparation of reports and correspondence

· Extensive experience working and communicating with contractors, supervisors, subordinates, local officials, media and the general public in a professional manner to meet their needs

· Extensive experience preparing or supervising the preparation of contract diaries

· Extensive experience measuring and calculating appropriate quantities and compute pay statements or ensure completion of by subordinates

· Demonstrated experience in performing basic algebraic, geometric, and trigonometric calculations related to highway/transportation engineering

· Demonstrated experience in ability to supervising, training and evaluating the work of subordinates in construction inspection and project documentation

· Demonstrated experience in making sound, well-informed decisions

· Demonstrated experience in analyzing and solving conflicts

· Displays a high standard of ethical conduct

· Possesses the physical strength and agility and memory necessary to perform the core responsibilities of the job

Good Employment Standing:

Actions that may disqualify an applicant include letters of reprimand (active for 12 months after issuance date); suspension without pay or disciplinary demotion (active for 12 months from the effective date); Performance Improvement Plans (PIP) and Leave Restriction Plans (active until 12 months after the date of conclusion). In addition, an employee must have an overall ePerformance rating score of three (3) or higher on their most current evaluation. Please note that Memorandums of Concern are not considered disqualifying factors. Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee’s favor, he or she will be allowed to compete.
