(Headquarters Based: A minimum of 2 days per week in the office. Additional days may be required on occasion).

Bright from the Start: Georgia Department of Early Care and Learning is responsible for meeting the childcare and early education needs of Georgia's children and their families. It administers the nationally recognized Georgia's Pre-K Program, licenses childcare centers and home-based childcare, administers Georgia Childcare and Parent Services (CAPS) program, federal nutrition programs, and manages Quality Rated, Georgia's community powered childcare rating system.

The department also houses the Head Start State Collaboration Office, distributes federal funding to enhance the quality and availability of childcare, and works collaboratively with Georgia childcare resource and referral agencies and organizations throughout the state to enhance early care and education.

Job Description:

Under general supervision, provides human resources support services to divisions within the Department of Early Care and Learning (DECAL). The HR Assistant will assist in the talent acquisition process with background checks, reference checks, vendor and temporary recruitment, Internship recruitment, prepare monthly reports and other HR administrative duties as needed. The Human Resources Assistant reports to the Senior HR Manager-Program Ops.

Job Responsibilities:

· Provide general HR administrative support such as preparing correspondence, forms and reports, arranging meetings, composing regular correspondence, processing confidential reports and documents.

· Creates new positions, reallocates vacant positions in PeopleSoft to ensure accuracy and compliance, and maintains supporting documents.

· Completes assigned new hire selection checklist and ensures all information and documents are accounted. Prepares and emails the non-select letters on those who were interviewed but were not selected for the position. Organizes the announcement folders prior to closing out the process.

· Participates in recruitment outreach activities, such as representing the agency at job fairs and career events.

· Emails offer letters with the pre-employment paperwork to the selected candidate, to include I9 documents and consent forms.

· Conducts the pre-employment background check to verify education credentials, personal references, and credit history as needed. Handles the E-Verify program, GA Drivers Motor Vehicle, and the background check process for new hires. Maintains and updates the various spreadsheets for each pre-employment check.

· Assists with the vendor temp hiring process to include securing a requisition, submitting the job description to the vendor agency, forwarding resumes to the hiring manager, scheduling interviews, and notifying vendor agency of selections. Maintains the vendor temporary help spreadsheet.

· Prepares, organizes the personnel files on new hires, termed employees, and maintain confidentiality of pertinent information.

· Responsible for maintaining the record retention schedule on all employment files.

· Assists with preparation of monthly and quarterly reports including the average salary report, employee alpha reports, and other reports for the HR Unit.

· Works with HR management in support of the Employee Assistance Program (EAP), by editing and distributing monthly newsletters to staff, and facilitating EAP presentations.

· Assists with tracking the completion of annual performance reviews and the mandated annual sexual harassment training for the agency.

· Works on Special Projects as assigned.

· Provides exceptional level customer service to internal/external customers.

Entry Qualifications:

Associate's degree from an accredited college or university OR High school diploma or GED AND Two years of experience performing human resources related functions OR One year of experience required at the lower level HR Tech 2 (HRT011) or position equivalent.

Preferred Qualifications:

Completion of a bachelor’s degree from an accredited college/university in Human Resources or related degree AND one year of administrative experience, previous or current state government experience is helpful.

Technical Competencies:

· Knowledge of federal and state employment laws

· Knowledge of terminology specific to the field of human resource administration

· Demonstrated proficiency in using Microsoft Office (Word, Excel, PowerPoint)

· Demonstrated skill in written and verbal communications

· Excellent interpersonal skills

· Ability to plan and prioritize work

· Ability to identify problems and develop solutions

· Desire to work as a team member

Physical Requirements:

· Work is performed in an office environment with intermittent sitting, standing, and walking in various settings; requires bending, stooping, reaching, twisting, lifting, pushing and moving items or materials occasionally of moderate weight up to 20 pounds.

· Full range of hand and finger motion for data entry purposes.

· Ability to view computer screen for long periods of time.

· Ability to receive detailed information through oral and written communication
