Job Summary:

Under broad supervision, provides advanced level professional support in one or more of the following areas OMAT, maintenance, construction, intermodal, planning, utilities, surveying, environmental or traffic. May also serve as a lead worker providing training to lower-level staff.

Primary Duties & Responsibilities:

Oversees the project programming, spending authority, and State Planning & Research (SPR) activities. Provides advanced-level professional support in reporting, program monitoring, TPro data management and analysis. Supervises subordinates, plans and organizes the unit’s work to meet the Department’s objectives. Performs complex research to determine funding requirements and eligibility.

MINIMUM QUALIFICATIONS

The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Qualifications

Entry Qualifications:

  • Bachelor’s degree in a related field AND One (1) year of job-related experience
  • OR an associate degree from an accredited college or university AND Two (2) years of job-related experience
  • OR One year of experience at position equivalent.

Agency Specific Qualifications:

  • One year of supervisory experience or three years as a lead worker
  • Experience in monitoring program and funding balances, reconciling discrepancies, running queries, and preparing financial reports for management.
  • Experience in creating reports, building queries with multiple tables and criteria, and analyzing data to ensure accuracy.
  • Demonstrated ability to see detail in numbers quickly and accurately.
  • Experience using PeopleSoft Financials, including Project Costing Module and experience analyzing and reconciling funding sources.
  • Demonstrated intermediate knowledge and experience using Microsoft Excel, including proficiency in formatting spreadsheets and using formulas.
  • Possesses strong leadership skills and competencies, with the demonstrated ability to foster team spirit, motivate and guide subordinates toward accomplishment of office/department goals.
  • Demonstrated ability to work effectively with manager, staff, other Departmental personnel, and external organizations in a cooperative and professional manner.

Agency Preferred Qualifications:

  • Three years of supervisory experience
  • Experience in TPro and knowledge of Projects Management and Funds Management modules
  • Demonstrated Advance knowledge & experience with Microsoft Excel and PeopleSoft Financials
  • Experience with creating queries in GDOT411.
  • Knowledge of Statewide & MPO Transportation Improvement Programs (STIP/TIP), Construction Work Program (CWP), and Lump Sum/State Funded Programs
  • Experience with FMIS, 1625 System, and ProjectWise applications

Actions that may disqualify an applicant include letters of reprimand (active for 12 months after issuance date); suspension without pay or disciplinary demotion (active for 12 months from the effective date); Performance Improvement Plans (PIP) and Leave Restriction Plans (active until 12 months after the date of conclusion). In addition, an employee must have an overall ePerformance rating score of three (3) or higher on their most current evaluation. Please note that Memorandums of Concern are not considered disqualifying factors. Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee’s favor, he or she will be allowed to compete.
