Advertised Salary Range: $50,000 - $62,000 (depending upon experience)
This is a grant-funded position. Continued employment is contingent upon ongoing grant funding.
Description:
As part of the Office of the Governor, the Georgia Emergency Management and Homeland Security Agency (GEMA/HS) works with local, state, and federal governments, in partnership with the private sector and faith-based community, to protect life and property against man-made and natural emergencies. In addition, GEMA/HS employees are on 24-hour calls statewide to assist local authorities when disaster strikes.
The Preparedness Grants and Programs Grants Specialist is responsible for performing a variety of grants management functions in the development and implementation of grant-funded projects for state and local governments.
Duties & Responsibilities:
Under general supervision, this Grants Specialist exercises independent judgment and initiative to perform a variety of detailed grants management functions. Oversee and monitor ongoing grant programs and related funds. Administers and/or awards funds on behalf of agency or other grantors. Analyze existing projects or programs to determine effectiveness. Audits expenditures of grant funds to ensure that funds are spent according to stipulation, and deadlines are met. Compiles and prepares reports. Maintain and revise grant and contract files, databases, ledgers, and records. Maintains financial accountability and compliance of grant programs through comprehensive audits, financial records, review of expenditures, and documented program outcomes. Monitors compliance with grant stipulations and program progress through on-site evaluations and reviews of plans and reports. Prepares documentation/reports according to the required format of grantors. Processes subrecipient reimbursements, progress reports, budget adjustments, and closeout reports. Provides information concerning the program and explains the application process. Provides technical assistance to subrecipients.
Specific duties include:
• Managing and administering grant funds on behalf of GEMA/HS involving multiple state, local, private, and non-profit entities.
• Directly manage the logistics, preparation, and submission of cybersecurity grant invoices and reports.
·• Maintain a master file of cybersecurity grants, including deadlines and associated files, correspondence, contracts, and supporting documentation.
•Monitoring subrecipient compliance to grant programs policies and procedures.
•Compiling and maintaining timely and detailed documents and information needed to generate reports, process payments, and complete projects
•Accurately responding to customer questions and concerns and developing recommendations for resolving them.
•Interact with subrecipients to monitor their work towards grant completion and closeout, and thoroughly document and report on project progress.
•Working in the State Operations Center during periods of activation (12-hour shifts – may be day or overnight and can include weekends)
All GEMA/HS employees are subject to call in with minimal notice during disasters. During activations, night and weekend work may be required. This position requires the ability to travel overnight, statewide and regionally, as dictated by the functions of the position and the business needs of the agency.

The selected candidate will be required to pass a background investigation as a condition of employment. Agency Specific Qualifications:
• Ability to organize and prioritize tasks
• Ability to effectively communicate thoughts, ideas, and facts orally
• Ability to read, interpret, comprehend, and explain advanced written materials (e.g. laws, regulations, grant requirements, and policies)
• Experienced cybersecurity professional who applies technical expertise and independent judgment to perform cybersecurity work.
• Ability to write clearly and concisely using correct spelling and grammar and complete area-specific documentation
• Ability to work in a positive and helpful manner as part of a team
• Skill in improving processes and results with technology
• Intermediate level skill in the use of MS Word, Excel, and Access
• Ability to analyze a customer’s request, evaluate issues, determine the correct course of action, and follow through to ensure customer satisfaction
Qualifications – External
Bachelor's degree in business, public administration, finance, or a related field in an area of assignment from an accredited college or university AND One year of experience in grants management, public funds administration, accounting, or a related area OR Five years of experience in grants management, public funds OR One year of experience required at the lower-level Grants Spec 1 (FIP050) or position equivalent. Note: An equivalent combination of education and job-specific experience that provided the knowledge, experience, and competencies required to successfully perform the job at the level listed may be substituted on a year-over-year basis.
Preferred Qualifications – External
· Significant experience in federal grant administration
· Experience managing cybersecurity and/or information technology-related grants
· Engage with the cybersecurity community
· Current on emerging technologies, trends, and practices
· Knowledge of policies and procedures for federal and state grant administration
· Grants Management experience
· Experience providing technical assistance to subrecipients
· Professional level work experience in planning, emergency management preparedness, or response and recovery activities.
· Experience preparing program budgets, monitoring related expenditures, and completing associated grant documents.
