GENERAL DESCRIPTION

Summary

The Office of Homeless and Special Needs Housing at DCA is currently recruiting an ESG HMIS Data Analyst. Reporting to the HMIS Special Projects Manager, this role entails leadership, management, and coordination responsibilities concerning the Homeless Management Information System (HMIS) for the Emergency Solutions Grants (ESG) Program. The incumbent will ensure that the ESG Program adheres to the rules, regulations, and guidance set forth by the U.S. Department of Housing and Urban Development (HUD) regarding HMIS. With a deep understanding of the system, the ESG HMIS Data Analyst will provide technical support to users and assist the ESG Program staff in HMIS-related projects. This position offers an opportunity to collaborate with stakeholders across the homeless services delivery system for the ESG Program, contributing to efforts aimed at ending homelessness.

Responsibilities include:

  • Offer technical and user assistance for ClientTrack software, encompassing tasks such as account setup, system monitoring, and issue diagnosis and resolution.
  • Address HMIS help desk tickets designated by the HMIS Lead for ESG Program agencies.
  • Facilitate accessibility and utilization of HMIS for provider agencies participating in the ESG Program.
  • Attend system administrator user meetings to maintain communication regarding HMIS technical matters between the ESG Program and the HMIS Lead.
  • Report database glitches and technical concerns within the system to the HMIS Lead.
  • Conduct regular data quality assessments to ensure provider compliance with relevant data quality standards.
  • Collaborate with HMIS participating agencies to refine project data and enhance data quality for the ESG Program.
  • Create additional trainings as needed; such as data quality, basic troubleshooting, etc.
  • Deliver system training and technical support for HMIS users and ESG Program agencies.
  • Organize and deliver technical assistance, trainings, and presentations for workshops and HMIS training events.
  • Provide onsite and/or virtual technical assistance based on thresholds and intervals determined by the HMIS Lead Manager and the ESG Program Manager.
  • Develop technical support tools and resources to aid HMIS users and agencies in more efficiently collecting and utilizing data.
  • Assist agencies and ESG Program staff in utilizing the various reports accessible in ClientTrack.
  • Coordinate and compile data to support ESG Program staff and leadership in making data- driven decisions.
  • Undertake additional responsibilities as necessary to support the overarching goals of the ESG Program.

Minimum Eligibility Requirements

Bachelor’s degree AND two years of experience performing data entry and reporting using HMIS

OR

Five years of experience performing data entry and reporting using HMIS or similar database

Preferred Qualifications

Preference will be given to applicants who in addition to meeting the agency specific minimum qualifications possess at least one of the following:

  • Experience working with one or more of the HUD programs: Emergency Solutions Grants Program (ESG) or Permanent Supportive Housing Program or Continuum of Care.
  • Experience with data entry and reporting using the ClientTrack HMIS
  • Experience with strategies associated with the federal plan to end homelessness
  • Experience with data-oriented project management and scoping

Knowledge, Skills & Abilities

  • Knowledge of, and experience with, federal and state programs, laws, regulations, guidelines, and policies applicable to special needs housing projects, specifically Emergency Solutions Grants (ESG).
  • Knowledge of, and experience with, federal and state funding mechanisms, specifically related to the above-mentioned programs.
  • Strong organizational and leadership skills.
  • Strong oral communication skills to include public speaking, written communication, and interpersonal skills.
  • Ability to manage multiple tasks.
  • Proficiency in HMIS and related program reporting.
  • Proficiency in HUD HMIS data and technical standards.
  • Ability to understand technical requirements and translate them into a functional solution.
  • Strong computer skills including Microsoft Office Suite.

Working Conditions (travel, hours, environment)

  • This position exempt, knowing it may include hours which exceed eight hours in a day or forty hours in a week
  • Frequent travel, including both air and car transportation, may be necessary.
  • While performing the duties of this job, the employee will work primarily in a climate- controlled environment with minimal safety/health hazard potential

Physical/Sensory Requirements

Sedentary Work Ability to exert 10 - 20 pounds of force occasionally, and/or negligible amount of force frequently to lift, carry, push, pull or otherwise move objects. Sedentary work involves sitting most of the time but may involve walking or standing for brief periods of time.

High school diploma/GED and one (1) year of job-related experience or completion of an apprenticeship/internship that sufficiently supplied experience to understand the basic principles relevant to the major duties of the position or any other combination of education and professional experience that provides the requisite knowledge, skills and abilities to successfully perform the job.
