D7- District Utilities Supervisor

JOB SUMMARY: Provides expert level professional support in one or more of the following areas: OMAT, maintenance, construction, intermodal, planning, utilities, surveying, environmental or traffic. May also serve as a lead worker providing training to lower level staff.

JOB SPECIFIC DUTIES: Under limited supervision, administer the Department's Utility Preconstruction activities, utility construction adjustment/relocation work, utility encroachment permit operations, utility estimates, verification and processing of cost estimates, analysis of utility and highway construction plans, and preparation of justification for change orders. Provide assistance to other Utilities Office personnel as well as internal and external customers. In the absence of the District Utilities Engineer, direct daily activities of the Utilities Office.

MINIMUM QUALIFICATIONS

The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Minimum Qualifications.

STATE ENTRY QUALIFICATIONS:

· Bachelor's degree in a related field and Two years of related experience OR Associate's degree in a related field and Three years of related experience OR One year of experience at position equivalent.

AGENCY MINIMUM QUALIFICATIONS:

· Experience with utility companies in the design, construction or maintenance of roadway projects.

· Advanced level training and experience in applying sound engineering principles regarding transportation projects

· Experienced in reading and understanding project plans and specifications.

· Experience leading/supervising others

· Demonstrated good leadership skills with the ability to motivate and guide others toward accomplishments of office/departmental goals.

· Demonstrated ability to negotiate effectively with external and internal customers to reach agreements complying with all applicable standards and policies.

· Possesses strong written and verbal communication skills.

· Demonstrated ability to identify and solve problems effectively by making sound, well-informed decisions.

· Demonstrates a high level of initiative, standards and ethical conduct.

· Committed to providing quality customer service.

· Demonstrated ability in training, planning, directing, and evaluating work of office personnel.

· Demonstrated experience in dealing effectively with contractors, local officials, utility owners, and the public.

· Demonstrated ability to anticipate and meet the needs of customers.

· Demonstrated ability to recognize opportunities to aid in the achievement of Department goals and objectives.

· Training and experience in managing a program with a strong awareness of key policies/priorities affecting that program area.

· Demonstrated competency in applying innovative solutions to make improvements within the work unit.

· Demonstrated competency in managing and resolving conflicts in a positive and constructive manner.

· Familiarity or previous experience with the utility permitting process.

· Familiarity in related technological developments and the ability to integrate new technology to manage and improve program effectiveness.

AGENCY PREFERRED QUALIFICATIONS:

· Experienced in Microstation or related design software and Microsoft Office applications.

· Knowledge and experience dealing with projects that include utility relocations and stage construction.

Good Employment Standing:

In accordance with the Interview and Selection Process (ISP), an applicant must have no active disciplinary actions to be in good employment standing. Actions that may disqualify an applicant include letters of reprimand (active for 12 months after issuance date); suspension without pay or disciplinary demotion (active for 12 months from the effective date); Performance Improvement Plans (PIP) and Leave Restriction Plans (active until 12 months after the date of conclusion). In addition, an employee must have an overall ePerformance rating score of three (3) or higher on their most current evaluation. Please note that Memorandums of Concern are not considered disqualifying factors. Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee’s favor, he or she will be allowed to compete.
