The Georgia Department of Community Affairs (DCA) is seeking a Development Analyst within the Office of Housing Finance.

General Description

The Georgia Department of Community Affairs (DCA) is a state organization dedicated to partnering with communities to help create a climate of success for Georgia's families and businesses. The Office of Housing Finance is responsible for the allocation, underwriting, construction monitoring, and development monitoring of multifamily properties funded with the Housing Tax Credit across Georgia. Annually, the Office of Housing Finance funds hundreds of millions of dollars for new multifamily developments.

The Development Analyst will report to the Development Manager.

Core Responsibilities

  • Certify 4% and 9% Housing Tax Credit Final Allocation Package, ensuring long-term financial health and cost reasonableness, by reviewing:
    • Sources, Uses, and Operating Pro-Formas
    • Limited Partnership Agreements
    • Rental Assistance Contracts
    • Real Estate Contracts
    • Promissory Notes
    • Appraisals
    • Project Concept Changes
  • Verify all DCA, state, and federal requirements are satisfied within each Housing Tax Credit property’s cost certification
  • Serve as cost certification lead during the 4% and/or 9% Housing Tax Credit 8609 processes
  • Assist in the review of Carryover Allocation Letters, Letter of Determinations, Land Use Restrictive Covenants, and Project Concept Changes.
  • Collaborate with other teams across the Office of Housing Finance to ensure timely approval of Final Allocation package by minimizing process gaps and delays
  • Take part in networking opportunities with the local development community
  • Assist in site inspections by periodically visiting projects under development
  • Contribute to relevant policy discussions
  • Regularly analyze pipeline of developments to better understand market trends or to inform policy development
  • Complete other tasks as assigned by the Development Manager, the Office of Housing Finance Director, or the Housing Finance and Development Division Director

Preferred Knowledge, Skills, and Abilities

  • Proficiency in Microsoft Word, Excel, Outlook, and Teams
  • Professional or education experience in multifamily development and/or underwriting Knowledge of financing used in affordable housing or multifamily development
  • Understanding of partnership structures
  • Ability to read code, laws, or statute, including but not limited to IRS Section 42
  • Ability to identify, analyze, improve, and/or streamline problems and processes
  • Ability to perform financial analysis
  • Ability to maintain organizational and attention to detail
  • Ability to work in a fast-paced environment while remaining adaptable and calm
  • Ability to be actively listen and learn from others
  • Advanced knowledge of database, programming, or spreadsheet software, including Microsoft Excel, Word, Outlook, Teams
  • Skill in oral and written communication

Preferred Qualifications

  • Bachelor’s degree in accounting, finance, real estate, or related field from an accredited college or university
  • Two years of full-time experience in underwriting, multifamily construction, finance, real estate, accounting, LIHTC development, or relevant policy work

WORKING CONDITIONS (TRAVEL, HOURS, ENVIRONMENT)

This position is currently designated as remote/Telework) position. This position is full time (40 hours per week) and may require occasional overtime. Local periodic travel may be required.

PHYSICAL/SENSORY REQUIREMENTS

Sedentary Work – Ability to exert 10 - 20 pounds of force occasionally, and/or negligible amount of force frequently to lift, carry, push, pull or otherwise move objects. Sedentary work involves sitting most of the time but may involve walking or standing for brief periods of time.
