RCP012, Safety and Compliance Spec 3 (K) – District Safety Program Manager

Job Salary $53,259.00

Job Summary: Under broad supervision, coordinates and performs inspections for compliance with policy, procedures, state and federal regulations and standards to ensure environmental health, safety, and/or compliance. Develops policies, methods and programs on safe driving, driver education, alcohol or drug awareness or occupational safety and health issues. May serve as lead.

Description of duties: Serves as the Safety Program Manager at district-level as a member of the HR-Safety Section. Advocates safety to all levels of employees. Investigates incidents (crashes and injuries) and performs root cause analyses seeking corrective and preventive actions to be implemented. Files investigation report for any catastrophic, fatal or serious incidents. Responds to emergency incidents and weather conditions. Develops policies, procedures and programs to move agency toward a “zero harm” safety culture. Partners with management to create an effective work unit safety program including facilitating positive employee engagement activities. Develops and conducts safety training for employees. Inputs, compiles, analyzes and interprets safety data to reduce losses. Investigates cases of worker’s compensation, auto property damage, general liability, and private property damage. Liaise with outside safety partners to integrate solutions for safe production. Serves seven satellite offices of the Department within metropolitan Atlanta (BRDG INSP, MAU, OEM, OMAT, SLB, TMC & HERO) and may assist elsewhere as assigned.

MINIMUM QUALIFICATIONS

The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Minimum Qualifications

STATE ENTRY QUALIFCATIONS:

· High school diploma/GED and three (3) years of job-related experience;

· or one (1) year of experience required at the lower level Safety & Complnc Spec 2 (RCP011) or position equivalent.

AGENCY SPECIFIC QUALIFICATIONS:

· Associate's degree in a related field from an accredited college or university and one-year related experience OR High school diploma or GED AND Three years of related experience.

· Professional or practitioner level work experience in the field of occupational safety

· Knowledge of Worker’s Compensation processes and procedures

· Demonstrated ability to interpret industrial/manufacturing work-place safety practices and standards

· Demonstrated ability to train individuals and to develop training and information programs

· Demonstrated experience inspecting facilities and worksites to ensure compliance with safety laws, policies, regulations and procedures

· Demonstrated basic computer skills, including familiarity with the use of MS Office and Outlook

· Demonstrated ability to prepare and deliver clear and convincing oral presentations, to teach, motivate and persuade others to accept recommendations

· Displays initiative and commitment towards completing tasks

· Fosters team spirit and commitment to achieving goals

· Demonstrated ability to comprehend and adapts to new policies and procedures

· Demonstrated experience organizing and prioritizing work, adapting flexible approach to organizational needs and routines

· Demonstrated experience identifying problems, gathering and interpreting information, making correct inferences to reach and implement a decision to accomplish goals

· Committed to providing quality customer service

AGENCY PREFERRED QUALIFICATIONS:

· Professional level work experience in the field of workplace safety for a state agency, federal agency or private organization, in construction or maintenance

· Possession of a recognized safety certification or completion of a formal safety training program

· Knowledge of and demonstrated experience with Georgia’s Workers' Compensation Processes and Procedures and/or Return to Work Program

· Demonstrated ability to assign, monitor and evaluate work.

· Demonstrated work experience in delivering presentations and/or briefings on safety subjects, general or technical topics

· Previous experience in a lead or supervisory role interacting with others to guide, influence, motivate, and challenge them

· Demonstrated ability to quickly form a mental picture of physical components and movements within a work environment and accurately identify unsafe conditions

Actions that may disqualify an applicant include letters of reprimand (active for 12 months after issuance date); suspension without pay or disciplinary demotion (active for 12 months from the effective date); Performance Improvement Plans (PIP) and Leave Restriction Plans (active until 12 months after the date of conclusion). In addition, an employee must have an overall ePerformance rating score of three (3) or higher on their most current evaluation. Please note that Memorandums of Concern are not considered disqualifying factors. Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee’s favor, he or she will be allowed to compete.
