GENERAL DESCRIPTION:

Within the Department’s Office of Community Planning, Research, and Geoanalytics and under general supervision of the Manager of Research and Geoanalytics, the candidate will work on a flexible, collaborative team to provide mapping and GIS analysis services to a wide variety of clients. S/he will create and analyze critical resources for a variety of statewide programs, which will include the development and maintenance of interactive web-based maps and applications. Other duties will include the creation and performance of statistical and quantitative spatial analysis. The successful candidate will: demonstrate a solid understanding of GIS theory and application; possess a clear understanding of Esri’s ArcGIS architecture, applications and functionality; have outstanding customer service skills including the ability to easily identify and understand business needs and articulate/develop solutions with customers. An advanced ability to navigate and interpret census data is required. This position will also be responsible for maintaining our new Annexation and Boundary Change Submission Reporting tool.

NECESSARY ATTRIBUTES

  • Advanced knowledge of the Esri software suite (emphasis on web-based tools, especially ArcGIS Online and Survey123)
  • Advanced knowledge of MS Excel
  • Knowledge of Microsoft’s suite of office software, in particular Teams and Word
  • Knowledge of local and national spatial data standards, producers, and availability of data
  • Knowledge of spatial database management concepts
  • Knowledge of available census data and its uses
  • Skill in oral and written communication
  • Attention to detail; excellent time management and organizational skills
  • Ability to work well on interdisciplinary project teams requiring flexibility and adaptability
  • Ability to manage multiple tasks
  • Ability to apply cartographic principles such as coordinate systems, scale and resolution, projections, and thematic mapping techniques for map composition and production, as well as database construction
  • Ability to operate and maintain a GIS system to include hardware, software, plotters
  • Ability to attend to all details of assignments and complete work properly, accurately, and thoroughly
  • Ability to adapt to and effectively utilize new technologies/procedures
  • Enthusiasm for expanding the use of geospatial sciences across the agency and educating users in the power of GIS.

AGENCY SPECIFIC MINIMUM QUALIFICATION:

  • Bachelor's degree in geography, cartography, geology, forestry or a closely related field from an accredited college or university AND One year of experience in the area of assignment OR One year of experience required at the lower-level GIS Spec 1 (LSP060) or position equivalent.

PREFERRED QUALIFICATIONS:

Strong preference will be given to applicants who in addition to meeting the agency specific minimum qualifications possess at least one of the following:

  • Master’s degree in a directly related field;
  • A relevant professional certification; and/or
  • Two or more years of experience working within a government organization, regional commission, or consulting company serving these organizations in implementing the programs over which our office has oversight.

Candidates selected for an interview will be asked to provide examples of previous work-product prior to the interview. 1-2 onsite interviews will be scheduled with the best-qualified candidates.

The selected candidate will be subject to a criminal background check, educational degree check, reference checks, and (because occasional travel via automobile is required within the state) a motor vehicle records check prior to the extension of a job offer. Applicant must have and maintain the legal ability to drive a vehicle in the State of Georgia and travel via airplane to out-of-state conferences.

This is primarily an in-office position. The opportunity for a hybrid work environment (dependent upon successful performance) may be offered after successful completion of an initial, six-month, 100% in-office onboarding period. Hybrid workers are responsible for providing their own internet access to facilitate their work from home when they are not at the office. DCA will provide a work cell-phone and other necessary hardware/equipment.

The salary offered to the successful applicant will be reflective of the extent to which minimum and preferred qualifications are met. To receive an offer at the top of the range posted, experience must exceed preferred level. In no circumstance will a salary above the advertised range be authorized.

WORKING CONDITIONS (TRAVEL, HOURS, ENVIRONMENT)

This position is currently designated as in-office. This position is full time (40 hours per week) and may require occasional overtime. Local periodic travel may be required.

PHYSICAL / SENSORY REQUIREMENTS:

Work is principally stationary, but the person in this position needs to occasionally move about inside the office to access file cabinets, office machinery, etc., and constantly operates a computer and other office equipment.

Must be able to remain in a stationary position 50% of the time.

Must be able to perform office related duties.

Must be able to operate office equipment.

Must be able to establish and maintain effective working relationships with employees, tenants, and community agencies and other entities that provide services.
