Job Duties:

The Quality Rated Assessor is responsible for assessing systemic changes of early care and education programs participating in Quality Rated using the assigned appropriate classroom assessment tool and additional early childhood best practices models. Quality Rated is a voluntary tiered quality rating and improvement system that was designed to improve and enhance the quality of early care and education in Georgia. The Quality Rated Assessor will report to the Quality Rated Assessor Coordinator and/or the Quality Rated Assessor Manager.

Job Responsibilities:

Assess early care and education programs participating in Quality Rated through valid and reliable on-site assessments using multiple modalities such as: the Environment Rating Scales, other appropriate classroom assessment tools, and/or through virtual assessments utilizing written, oral, and visual media sources. The ERS instruments include Infant/Toddler Environment Rating Scale-3rd Edition (ITERS-3), Environmental Rating Scale-3rd Edition (ECERS-3), Family Childcare Environment Rating Scale-Revised Edition (FCCERS-R), and School Age Care Environmental Rating Scale-Updated (SACERS-U).

You must achieve and maintain reliability with the assessment instrument anchor on two assigned scales and have consistently and successfully demonstrated acceptable report completion within current Quality Rated standards and guidelines.

The following are primary responsibilities:

· Conduct reliable on-site observations utilizing the assigned ERS rating scale and Branagh ERS Data system software, and/or other appropriate assessment tool, to assess the quality of early care and education programs.

· Prepare and submit extensive reports of on-site observations utilizing the Branagh ERS Data system software, or other appropriate report tool assigned.

· Travel extensively to conduct observations and attend meetings throughout the state.

· Utilize Zoom, Microsoft Teams, and/or other video-conferencing cloud platforms.

· Utilize ShareFile, SharePoint and/or other document-based storage portals.

· Plan and coordinate on-site observations and/or virtual sessions with team members.

· Respond to Quality Rated questions from providers and consultants and document contacts during virtual processes, if needed.

· Communicate regularly with the Quality Rated Assessor Coordinator and/or the Quality Rated Assessor Manager via telephone or e-mail on status of work and any barriers.

· Maintain a detailed and update-to-date Outlook calendar, as required.

· Meet regularly with the Quality Rated Assessor Coordinator and/or Quality Rated Assessor Manager to review accomplishments and determine/refine short term goals.

· Submit time sheets and other documentation to the Quality Rated Assessor Coordinator and/or Quality Rated Assessor Manager, as required.

· Assist with special projects to support initiatives of Quality Rated, as needed.

· Develop and deliver state-approved trainings, as required.

· Other duties as assigned.

Agency Required Qualifications:

Associate degree in business or related field from an accredited college or university and one (1) year of experience related to area of assignment. Note: An equivalent combination of education and job specific experience that provided knowledge, experience and competencies required to successfully perform the job at the level listed may be substituted on a year-over-year basis.

Agency Preferred Qualifications:

Bachelor’s degree in Early Childhood Education, or related field, from an accredited college/university and two years of related work experience to area of assignment. Work experience in providing assessment of early care and education programs (center-based and family childcare homes). Experience in using the Environment Rating Scales (ERS). Proficiency in conversational, as well as written and spoken Spanish. Proficient in the use of computers, tablets, and software.

Technical Competencies:

  • Excellent oral and written communication skills.
  • Excellent observation skills.
  • Excellent computer skills using Microsoft applications.
  • Ability to analyze and problem-solve.
  • Extensive knowledge of children development from birth through 12 years old.
  • Knowledge of program evaluation.
  • Ability to research and collect necessary information.
  • Ability to develop training courses and resources.

Physical Requirements:

· Work by the employee is typically performed in classroom, playground and office environments with intermittent sitting, standing, squatting, bending and/or walking.

· Requires the ability to receive detailed information through oral communication.

· Requires the ability to speak clearly.

· Requires the ability to hear in loud, sound-congested environments such as a classroom and understand at a normal conversational level.

· Requires the ability to occasionally stand or walk for long periods of time; regularly requires bending, stooping, reaching, twisting, lifting, pushing, pulling and moving items or materials occasionally of moderate weight up to 30 pounds.

· Requires close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading and visual inspection.

· Requires the ability to review, classify, categorize, prioritize, and/or analyze data. Includes exercising discretion in determining data classification.

· Requires the ability to exercise judgment, decisiveness and creativity in situations involving the evaluation of information against sensory, judgmental, or subjective criteria, as opposed to that which is clearly measurable or verifiable.

· Requires a full range of hand and finger motion for data entry purposes.

· The worker must have a valid Georgia driver’s license, insurance coverage and have the ability to drive for extensive periods as needed.
