The Georgia Department of Defense is seeking a detail-oriented, customer-focused individual to serve as a Resource Analyst in our agency’s Construction Facilities Management Office (CFMO). Our agency provides a unique professional experience with a blend of state government functions and federal government interaction in a military environment where both domestic and international missions are a regular occurrence.

Under broad supervision, serves as a Resource Analyst for the CFMO Resources department. Directly and through division staff, provides monitoring, and validation through the voucher process of financial transactions and record keeping throughout the CFMO. Primary areas of responsibility include - Overall Budget Programming and Execution ensuring accuracy of execution and descriptions of all financial transactions in the CFMO, Statewide Installation Status
Reporting, ensuring internal protocols and policies comply with Federal and State regulations.

A Secret Security Clearance will be required for this position to permit access to necessary systems.


Duties and Responsibilities:

  • Maintains Subject Matter Expert (SME) status for all resource transactions at the Federal and State level.
  • Manages and tracks MILCON funds (2085).
  • Assists Director of Resources in Budget Planning, Programming, and Forecasting (3 years out – FMBT, RMOline, COBS).
  • Assists Director of Resources in conducting current fiscal year Budget Execution (Budget Status Reports, Projects List and UFRs and Data Calls).
  • Assists Director of Resources in Budget close out and liquidation of all obligations (State and Federal).
  • Statewide ISR Data Collection & Analysis: Gathers and analyzes data on installation conditions, readiness, and operational capacity.
  • Report Preparation: Compiles and submits ISR reports to higher headquarters, ensuring data integrity and compliance with Army ISR requirements.
  • Coordination & Communication: Works with installation personnel, engineers, facility managers, and leadership to assess and validate facility conditions.
  • Training & Support: Provides training and support to unit personnel responsible for ISR data collection and reporting.
  • Technology & Systems Management: Utilizes ISR software, databases, and tools to input and manage facility condition data.
  • Reviews and approve transactions in PeopleSoft.
  • Construction in Progress recording and Reporting.
  • Other assigned duties

Preferred Qualifications:

Preference will be given to those applicants who, in addition to meeting the entry level qualifications, have current and significant professional level experience in any combination of the following:

  • State of Georgia and/or Federal Government budget experience
  • PeopleSoft: advanced knowledge and experience, specifically TeamWorks Financials and preferred experience with Teamworks HCM.
  • DOD Financial Management Certificate Level 1 or above
  • Experience with MCA (Master Cooperative Agreement)
