STATE PROFILE SUMMARY: Under broad supervision, provides in-depth research and analytical support for a complex category in a variety of procurement activities, and/or leads a less-complex category. Develops and executes procurement strategies that are designed to maximize customer satisfaction and minimize cost for assigned less-complex category(s). Develops and maintains effective working relationships with internal and external stakeholders. Manages category and vendor performance.

JOB RESPONSIBILITIES:

· Under minimum supervision, assists with managing the functions of the Office of Operational Procurement Sourcing section and other duties as determined.

· Performs research, spend analysis to support the development and implementation of complex solicitations to include RFPs, RFIs, RFQs, RFQCs and REIs for commodities and/or services.

· Prepares solicitations in compliance with federal and state laws, rules and regulations of the agency.

· Reviews & prepares scopes of work, specifications, and other procurement requirements.

· Assists staff in the administration of resulting contracts.

· Responsible for maintaining working knowledge of procurement rules and regulations to ensure compliance with O.C.G.A. Title 32 and Title 50.

MINIMUM QUALIFICATIONS

The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Qualifications.

STATE ENTRY QUALIFICATIONS:

· Associate degree in accounting or business, or a directly related field from an accredited college or university AND Three (3) years of job-related experience in procurement environment

· OR Technical diploma in accounting or business and Four (4) years of job-related experience in a procurement environment

· OR Two (2) years of experience at the lower level Purchase/Procurement Agent 2 (FEP021) or position equivalent.

· Note: Some positions require Georgia Procurement Manual area-specific certification(s).

AGENCY SPECIFIC QUALIFICATIONS:

  • Completion of an undergraduate major in business administration or another administrative or related field at an accredited four-year college or university OR five years of experience as a Procurement Officer with three years of which involved experience in research, development, and posting and evaluation of solicitations.
  • Working level proficiency in Microsoft programs specifically; Outlook, Word, Excel and Power Point.
  • Displays high standards of ethical conduct and understands the impact of violating these standards on an organization, self and others.
  • Excellent verbal and written communication skills, with the ability to interact with customers of all levels in a professional and courteous manner.
  • Ability to reason and make sound, well-informed decisions based on strong analytical skills.
  • Ability to execute innovative solutions in making recommendations to management and solving procurement related issues.
  • Ability to research, gather and organize information into a presentable understandable format used in the analysis of solicitation development.

AGENCY PREFERRED QUALIFICATIONS:

  • Experience on properly issuing a solicitation utilizing PeopleSoft and the Georgia Procurement Registry (GPR) systems.
  • Experience with Team Georgia Marketplace and/or Peoplesoft.
  • Experience in negotiating terms and conditions.
  • Experience in reviewing/researching procurement methods for recommendation to manager/supervisor consideration.
  • Possess a Georgia Certified Purchasing Associate (GCPA) certification or have the ability to obtain the GCPA within six (6) months of hire date.
  • Knowledge of appropriate documentation forms used in the solicitation process.

Good Employment Standing:

In accordance with the Interview and Selection Process (ISP), an applicant must have no active disciplinary actions to be in good employment standing. Actions that may disqualify an applicant include letters of reprimand (active for 12 months after issuance date); suspension without pay or disciplinary demotion (active for 12 months from the effective date); Performance Improvement Plans (PIP) and Leave Restriction Plans (active until 12 months after the date of conclusion). In addition, an employee must have an overall ePerformance rating score of three (3) or higher on their most current evaluation. Please note that Memorandums of Concern are not considered disqualifying factors. Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee’s favor, he or she will be allowed to compete.
