The Local Government Services division is hiring a Compliance Specialist Supervisor to oversee operations of the Digest Compliance Unit. This team is responsible for reviewing ad valorem property tax digests submitted by the counties, providing a cost-effective computer mass appraisal system to county tax assessors, and performing audits to determine if there has been proper accounting for the property tax collected by the county tax commissioners.

Successful performance in this role requires extensive knowledge of Georgia Property Tax laws and appraisal procedures. Duties include but are not limited to:

  • Supervising and providing expert-level advice and assistance to counties tax officials and annually reviews county digests and practices for compliance with state law.
  • Performing and delegating directives to Compliance Specialist staff as needed for assisting, training, leading, and encouraging local tax officials in the proper administration of property tax laws, generally accepted appraisal practices, and procedures to ensure compliance and to instill public confidence in the property tax administration process.
  • Supervising and performing utility fieldwork; researching market data; appraising non-operating public utility property; providing reports and supporting documentation using WinGAP Computer Assisted Mass Appraisal (CAMA) system for reconciliation to the Integrated Tax System (ITS).
  • This position is responsible for instructing virtual or onsite courses in the Georgia Certification Program.

Entry Qualifications
High school diploma/GED and five (5) years of job-related experience which includes two (2) years in a lead worker, team leader, or supervisory role related to the area of assignment ~ or ~ two (2) years of experience required at the lower-level Compliance Specialist 3-RCP062 or position equivalent. Some positions may require a certification or licensure.

Required skills & experience

  • Minimum four (4) years as a certified Appraiser III or Appraiser IV
  • Minimum two (2) years of management or supervisory experience
  • Extensive Knowledge of Georgia Property Tax laws and appraisal procedures
  • Proficiency with Microsoft Office, including Word, Excel, and PowerPoint
  • Experience in appropriately addressing internal & external customer service while respecting business needs
  • Strong organizational and multitasking abilities

Preferred Qualifications:

  • Demonstrated ability to work with others to lead and effect process changes and improvements
  • Bachelor’s degree in a related field from an accredited college or university OR eight years of related experience (property tax appraisal), Two years of which in a supervisory position

Position Status - Pay Grade: Unclassified – Pay Grade N
Salary: $83,000

Location: This position functions as a mobile worker but is assigned to the Department of Revenue South Metro location at 4125 Welcome All Rd, Atlanta GA 30349. A valid Georgia driver’s license is required, as this position travels 80% of the time.
