The Georgia Technology Authority (GTA) currently manages the delivery of IT infrastructure services to 89 Executive Branch agencies and managed network services to more than 1,200 state and local government entities. IT infrastructure services encompass mainframes, servers, service desk, end user computing, disaster recovery and security. Managed network services include the state’s wide and local area networks, voice, cable and wiring, and conferencing services.

JOB SUMMARY:
Acts as a liaison between the IT organization and the business partner. Develop and maintain comprehensive Statement of Work (SOW) documents for requested work, detailing project scope, objectives, deliverables, timelines, and acceptance criteria. Analyze business issues, define requirements, create screen designs, and recommend automated system controls and protocols to solve organizational information issues. Determine operational objectives, gather information, and evaluate output requirements and formats. Work closely with end users to analyze, define, model, and document systems requirements. Identify project milestones, phases, and elements, and keep the team within timeline and budget. Construct workflow charts and diagrams, study system capabilities, and write specifications. Develop organizational change management framework and conduct user acceptance testing. Creates and maintains end-user documentation (e.g., user guides, process flow charts, training materials) and delivers training.
RESPONSIBILITIES:
Works on multiple projects/applications as a project team member. Considered a subject matter expert for several projects/applications. Works on projects of moderate to high complexity within one or more development environments. The Senior BA works with both software developers and business customers to ensure that the business needs are being met by the systems being built, changed, enhanced or purchased.
● Work closely with project managers, technical leads, and business stakeholders to accurately estimate effort, resources, and costs for inclusion in Statements of Work (SOW).
● Facilitate the review and approval process for SOW documents, ensuring all necessary stakeholder sign-offs are obtained before project commencement.
● Identify and communicate business needs for multiple or complex software solutions by translating them into functional and non-functional requirements for software developers, typically documented formally.
● Elicit, analyze, and document business requirements for assigned projects/applications, often across multiple customers.
Additional responsibilities include, but are not limited to:
● Participate in and facilitate customer and project team meetings.
● Serve as a liaison between business partners and development teams, providing technical solutions that meet user needs.
● Act as the Product Owner (or Product Owner proxy) throughout the lifecycle of Scrum projects, representing the customer to clearly define, prioritize, and communicate the product vision and backlog items to the development team.
● Utilize requirements elicitation techniques such as facilitated sessions, workshops, interviews, and shadowing to gather requirements from customers, users, and stakeholders.
● Leverage generative AI tools to streamline software development, including synthesizing stakeholder input into structured meeting summaries, process flows, business requirements, and user stories—accelerating validation and time-to-market.
● Use generative AI tools to draft, refine, and maintain functional requirements documents, use case narratives, and technical specifications, ensuring high accuracy and faster turnaround times.
● Create and maintain screen designs, user story maps, and process flow diagrams in Lucid chart.
● Create and maintain user stories in JIRA.
● Perform other duties as assigned.

AGENCY SPECIFIC QUALIFICATIONS:
Minimum Qualifications:
Bachelor's degree in computer science or information systems or proven equivalent work experience, AND three (3) years of systems analysis and/or business analysis experience, AND two (2) or more years’ experience in: advanced level use, evaluation and implementation of appropriate tools for requirements elicitation and documentation, integration, and user acceptance testing, AND advanced knowledge of requirements elicitation techniques, business modeling and use case design concepts, information systems and software development life cycles.
OR
Nine (9) years of relevant business analysis/information systems experience.
Note: An equivalent combination of education and job-specific experience that provided the knowledge, experience, and competencies required to successfully perform the job at the level listed may be substituted on a year-over-year basis.
Preferred Qualifications: (Preference will be given to candidates who, demonstrate some or all of the following skills/experience):
● Advanced level experience in software development methodologies, like Agile, Scrum and Waterfall
● Experience working in state government
● Project management certification (PMP) through the Project Management Institute/ITIL foundational certification
● Experience with LucidChart
● Experience with JIRA
● Experience with Prompt Engineering
● Demonstrated experience using AI tools to automate the generation of technical artifacts
COMPENSATION/WORKER TYPE/ADDITIONAL DETAILS:
Office Location: 47 Trinity Ave, Atlanta GA
Worker Type: Hybrid – (in-office: 2-3 days per week)
Target Hiring Salary Range: $70,800 - $85,490.00
*Current Georgia state government employees will be subject to SPB rule provisions.
