The Georgia Technology Authority (GTA) is currently seeking a Product Delivery Manager– in the Digital Services & Solutions

The Georgia Technology Authority (GTA) currently manages the delivery of IT infrastructure services to 89 Executive Branch agencies and managed network services to more than 1,200 state and local government entities. IT infrastructure services encompass mainframes, servers, service desk, end user computing, disaster recovery and security. Managed network services include the state’s wide and local area networks, voice, cable and wiring, and conferencing services.

JOB SUMMARY:

The Project Delivery Manager (non-management) is responsible for end-to-end delivery of digital and AI-enabled initiatives across agencies. This role is responsible for translating business needs into practical, scalable technology solutions by aligning agency priorities with modern digital platforms, content management practices, data capabilities, and emerging AI tools. The position operates at the intersection of strategy, execution, and governance, ensuring projects deliver measurable outcomes while adhering to enterprise standards for security, privacy, and responsible AI use.

RESPONSIBILITIES:

Project Delivery & Execution

· Lead the planning, execution, and delivery of cross-functional digital and AI projects from initiation through implementation

· Manage scope, schedule, budget, risks, and dependencies across multiple concurrent initiatives

· Establish clear delivery milestones, success metrics, and reporting mechanisms

· Ensure alignment with digital standards, enterprise architecture, security, AI governance frameworks, and content management standards

Business, Content & Technology Alignment

· Partner with agency stakeholders to understand business challenges, operational needs, and digital content requirements

· Translate business and content needs into actionable project plans and technology solutions

· Ensure alignment with enterprise content strategies, including structured content, governance, and lifecycle management

· Identify opportunities to leverage digital platforms, content management systems (CMS), automation, data analytics, and AI capabilities

· Serve as a bridge between business teams, content owners, technical teams, and vendors

AI & Emerging Technology Integration

· Evaluate and recommend appropriate use of AI and emerging technologies within projects

· Ensure solutions align with responsible AI principles, including transparency, fairness, privacy, and accountability

· Coordinate pilot initiatives and proofs of concept in collaboration with innovation labs or sandbox environments

· Monitor industry trends to inform solution design and continuous improvement

Stakeholder Engagement & Communication

· Build and maintain strong relationships with agency leaders, technical teams, content stakeholders, and external partners

· Provide clear, concise updates to executive leadership on project status, risks, and outcomes

· Facilitate workshops, discovery sessions, and solution design discussions

· Manage expectations and ensure stakeholder alignment throughout the project lifecycle

Governance, Delivery Operations & Risk Management

· Ensure compliance with enterprise governance, procurement, regulatory, and content standards

· Identify and mitigate risks, particularly related to data security, privacy, AI use, and content integrity

· Maintain high-quality project documentation, including business cases, charters, user stories, and post-implementation reviews

· Leverage Atlassian tools (JIRA, Confluence) to manage delivery workflows, track progress, and maintain transparency across teams

· Performs all other duties as assigned.

AGENCY SPECIFIC QUALIFICATIONS:

Minimum Qualifications:

Bachelor’s degree or equivalent combination of education and experience with five (5) years of project or program management in digital transformation and/or technology delivery and demonstrated experience with:

o Content management concepts, including structured content, CMS platforms, governance, and content lifecycle management

o Atlassian tools, particularly JIRA (e.g., backlog management, sprint planning, workflow configuration, reporting dashboards) and Confluence

o Digital service delivery, software development lifecycles, and modern platforms (e.g., cloud, APIs, low-code/no-code)

o AI/ML concepts and their practical application in business or government contexts

o Agile, Scrum, and hybrid delivery methodologies

Note: An equivalent combination of education and job-specific experience that provided the knowledge, experience, and competencies required to successfully perform the job at the level listed may be substituted on a year-over-year basis.

Preferred Qualifications: (Preference will be given to candidates who, demonstrate some or all of the following skills/experience):

· Experience in public sector or government environments

· Experience working with enterprise CMS platforms (e.g., Drupal or equivalent)

· Knowledge of AI governance, data privacy, and responsible AI frameworks

· PMP, PgMP, Scrum Master, or equivalent certification

· Experience working with vendors and managing contracts or procurements

COMPENSATION/WORKER TYPE/ADDITIONAL DETAILS:

Office Location: 47 Trinity Ave, Atlanta GA

Worker Type: Hybrid – (in-office: 2-3 days per week)

Target Hiring Salary Range: $70,800 - $91,000

*Current Georgia state government employees will be subject to SPB rule provisions.
