The Technical College System of Georgia (TCSG) is seeking highly qualified applicants for their full-time Senior Regional Program Manager position within the Office of Capital Planning and Facilities. Under broad supervision, the Senior Regional Program Manager provides strategic leadership for capital project and program development, implementation, and evaluation across assigned technical colleges within a designated region of Georgia. The position oversees state-funded capital construction projects from programming through closeout, ensures regulatory compliance, manages budgets and schedules, and serves as the primary liaison among TCSG, colleges, architects, engineers, contractors, local governments, and state agencies.
RESPONSIBILITIES
- Develop and implement strategic short- and long-term capital program goals aligned with TCSG Strategic Outcomes.
- Review programming, scope of work, and design at each project phase to validate intent, scope, and budget; coordinate with architects, engineers, contractors, local governments, and compliance entities
- Oversee program budgets, verify funding sources, monitor bids, reconcile construction budgets, and ensure responsible fiscal management for assigned regional projects.
- Participate in State of Georgia procurement processes to competitively award design and construction contracts, coordinating with TCSG Purchasing and Administrative Services on funding strategies, bidding procedures, vendor qualification, evaluation, and contract selection.
- Collaborate with other state agencies, TCSG divisions, and colleges to ensure program alignment and integration across the region.
- Maintain project documentation compliant with policies and procedures.
- Lead and guide design and construction professionals, college staff, agency officials, and external partners through all phases of projects to ensure delivery within scope, budget, and schedule.
- Cultivate culture of excellence, adaptability, teamwork, planning, and innovation for TCSG community
- Proactively lead strategic decisions for regional program success.
- Foster teamwork, maintain positive relationships, and ensure clear communication with College Presidents, stakeholders, end users, agency partners, partners, and vendors.
- Present periodic program updates and reports highlighting regional achievements, challenges, and risk mitigation strategies
- Actively participate in the TCSG Facilities Peer Group program.
- Other duties as assigned.
MINIMUM QUALIFICATIONS
Bachelor’s degree in a related field from an accredited college or university AND (2) years of experience in a senior project management role AND (4) four years of supervisory experience (to include: General Contractors and Architects).
PREFERRED QUALIFICATIONS
· Experience with Georgia state funding processes, purchasing laws, rules, and regulations.
· Experience as an Owner’s Representative in commercial construction and renovation projects in a State Agency or Higher Education setting.
· One or more of the following credentials:
o LEED Certification
o Certified Construction Manager (CCM) Certification
o Project Management Professional (PMP) Certification
o Other industry related certifications
TECHNICAL COMPETENCIES
· Subject matter expertise in construction management, contract documents, capital budgeting, and State of Georgia capital project processes.
· Ability to read and interpret architectural drawings, specifications, and contracts.
· Proficiency in construction delivery systems and capital project accounting principles.
· Effective oral and written communication skills.
· Ability to foster cross-functional and interagency collaboration to advance program objectives.
· Strong planning, organizational, and leadership skills in high-pressure environments.
· Decision-making and problem-solving skills aligned with capital planning and facilities management.
PHYSICAL DEMANDS/ WORK CONDITIONS
· Duties are primarily performed in a professional office environment.
· Regular statewide travel to college campuses and active construction sites is required.
· Must possess and maintain a valid driver’s license.
· Ability to communicate effectively, both orally and in writing.
· Ability to sit or stand for extended periods of time.
· Ability to walk construction sites, including uneven surfaces and outdoor terrain.
· May be exposed to varying weather conditions and active construction environments during site visits.
· Ability to occasionally lift or move items up to ten (10) pounds.
