GIS SPECIALIST I or II
Basic Function:
The purpose of this position is to create, collect, review, analyze and validate enterprise asset data within the GIS or other asset information databases/applications. Primary responsibilities for all subsidiaries include converting asset and landbase records into geospatial format in the GIS for infrastructure construction projects, performing QA/QC, and producing related maps, reports, and queries.
This position may be filled as a GIS Specialist I (Grade 2) or Specialist II (Grade 3). Individuals who demonstrate advanced skills in terms of work experience, education, and certifications may be eligible for the more advanced position.
This position follows a hybrid work schedule. Candidates will work four (4) days a week in office and one (1) day remote.
Representative Duties and Responsibilities:
Processes, prepares, and converts data to enter into GIS from a variety of data formats
Provides specialized queries, maps, and reports to meet customer requirements/specifications
Interfaces with users; documents requested/needed changes
Identifies training requirements; creates and maintains training and procedural documentation
Prepare specifications, procedures, manuals, project documents and reports
Working knowledge of geodatabases, georeferencing and spatial and attribute data entry and editing
Participate in system integration and conversion projects with efforts that lead to desired quality outcomes
Assists in the development and maintenance of QA/QC checks on spatial edits within GIS utilizing Data Reviewer
Education and Experience:
Required:
Bachelor’s degree in geography/GIS/Geosciences, Computer Science/Information Systems, Engineering or related discipline or equivalent experience
GIS certificate or equivalent military GIS training and 2+ years of related work experience in lieu of a degree in related discipline is acceptable
SPECIALIST I
- 2+ years of experience with industry-standard GIS
SPECIALIST II
- 3+ years of experience with industry-standard GIS
Preferred:
- GISP Certification

Related Work Experience:
Required:
Proficiency with a variety of GIS concepts, practices, and procedures
Working knowledge of ArcGIS Enterprise, ArcGIS Online, ArcMap, ArcPro, versioning, and geoprocessing techniques
Ability to quickly learn new skills and abilities with database technologies, data modeling, and scripting as needed
Work with existing GIS standards and assist in the development and the roll-out of new procedures
Experience with Esri geodatabase design, structure and data management
Effective written/verbal communication and organization/analytical skills, and proven problem-solving abilities
Ability to meet and track SLAs, metrics, etc. on a variety of simultaneous workflows and initiatives
Preferred:
Experience with natural gas utility or other utility
Experience using Esri Data Reviewer and Workflow Manager Extensions
Strong understanding of content and document management applications
Working knowledge of publishing with ArcGIS Server, ArcGIS Pro, ArcGIS Online and Portal for ArcGIS, including data versioning, multiuser environments and automated replication
Development and deployment of field GPS and data collection systems including Esri mobile applications
Enhance existing GIS capabilities by seeking opportunities for improvement of existing methods, tools, or workflows
Experience with Esri geodatabase design, structure and management
Provides specialized queries, maps and reports to meet customer requirements/specifications
Experience converting data between CAD and GIS
Proficiency with linear referencing techniques and concepts
Intermediate knowledge and experience complying with PHMSA regulations including working knowledge of 49 CFR Parts 192/193/195
Deployment and support of field GPS and data collection systems including Esri mobile applications.
Hands-on experience with field GIS data collection and knowledge of the operation and use of GPS equipment.
Knowledge of GPS platforms, Ex. Trimble, EOS, etc.
Experience with a digital construction platform
Knowledge and ability to work with a pipe horn, metal detector, and/or other locating equipment.
Applicant may possess a combination of equivalent education and work experience.
