JOB RESPONSIBILITIES: Under limited supervision as a senior level professional, assist Ecology Managers with project delivery and program management duties, including some or all of the following:
· Mitigation Management
o Procure mitigation credits as required to offset impacts under federal and state regulations.
o Lead effort to forecast the Department’s credit usage and credit availability by watershed/service area.
o Prepare estimates of Department’s funding needs related to mitigation purchases.
o Develop management recommendations for the Department’s mitigation properties.
· Under Construction and Emergency Project Response Management
o Coordinate the review and completion of ecology documentation for under-construction project changes or proposed changes, including conducting field visits as necessary.
o Coordinate the review and completion of ecology documentation for emergency response projects following a natural disaster or catastrophic event.
· Program Management
o Track status of environmental commitments related to ecological resources.
o Compile data and prepare annual reports as required under interagency agreements.
o Manage the Ecology Section’s group email inboxes related to project assignment and work hour/scope review requests.
· Miscellaneous
o Provide schedule-management for programmatic initiatives or other assigned tasks.
o Provide regular status updates to Ecology Managers on programmatic initiatives or other assigned tasks.
o Assist in procurement of consultant contracts and initiation of task orders.
o Serve as the Department’s Project Manager for consultant contracts and task orders, as needed for carrying out assigned duties.
o Coordinate independently with agency partners, consultants, and Department subject matter experts in furtherance of assigned tasks.
o Assist in preparation and/or review of consultant or in-house documents related to job duties (e.g., Ecology Assessments of Effects Reports, Permit Applications, Buffer Variance Applications, Mitigation Bank Prospectuses, Banking Instruments, etc.) to ensure that:
§ Documents comply with Department standards and guidance.
§ Documents comply with applicable federal and state regulations.
o Other related duties as assigned by Ecology Managers.
MINIMUM QUALIFICATIONS
The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Qualifications
STATE ENTRY QUALIFICATIONS:
· Bachelor's degree from an accredited college or university AND three years of related experience. OR
· One year of experience at the lower level Env Transportation Specialist 4 (RCP 143) or position equivalent.
AGENCY PREFERRED QUALIFICATIONS:
· Demonstrated strong planning skills to identify group/unit objectives and develop sound strategies to achieve them.
· Demonstrated experience in interpreting and applying the state & federal environmental regulations under the purview of the candidate’s section. These include but are not limited to Section 404 of the Clean Water Act, the Fish & Wildlife Coordination Act, the Endangered Species Act, the Georgia Erosion & Sedimentation Act, the Georgia Wildflower Preservation Act, and the Georgia Endangered Wildlife Act.
· Demonstrated experience in preparing and reviewing related environmental documentation.
· Demonstrated experience in reading and interpreting plans, maps and/or serial photographs quickly and accurately.
· Demonstrated experience in implementing effective strategies to carry projects from the planning phase through the pre-construction phase to construction phase.
· Demonstrated experience in directing, monitoring, and evaluating the work of others.
· Demonstrated experience writing and reviewing scopes of service for consultant contracts and determining what is required to achieve environmental clearance.
· Demonstrated strong analytical/problem solving skills and ability to generate and evaluate alternatives and recommend a sound solution.
· Demonstrated experience communicating and working effectively with internal and external staff in a professional, cooperative manner.
· Demonstrated experience serving as a technical lead and mentoring junior Department staff.
· Demonstrated experience working both within the Department (fellow subject matter experts, Project Managers, Designers, etc.) as well as externally with agencies and consultants to problem solve and find mutually acceptable solutions.
· Demonstrated knowledge of the organization structure and function of the Department.
· Demonstrated knowledge of the Plan Development Process and its relationship to project schedules.
· Demonstrated experience conducting studies and preparing reports & documents as well as reviewing such documents in compliance with state & federal environmental laws.
· Demonstrated experience evaluating the impacts of each proposed project, showing an understanding and insight regarding project effects.
· Demonstrated competency in using basic computer applications such as word processing, spreadsheet, etc.
· Demonstrated experience in using software applications such as TPro, ArcGIS, ProjectWise, and Primavera P6.
· Demonstrated ability to adapt to change including new policies and procedures.
· Demonstrated ability to manage time effectively and balance multiple priorities.
