Job Summary:
Under the supervision of the Chief of Programs and Case Management, this position would assure that Program and Case Management Services in assigned facilities are adequate, appropriate & accessible. The Program Administrator (PA) provides support and oversight to facility program staff to ensure the quality and accessibility of all program and case management services are provided in the facility.
Primary Duties & Responsibilities:
Responsibility 1 Serves as part of the Office of Behavioral Health's Statewide services coordination team.
Participates in statewide planning for the delivery of program and case management services as requested.
Monitors programs and case management services within the assigned facilities
Assists with policy development and implementation as requested by OBHS administration.
Serves on the OBHS quality assurance team by reviewing facility peer review, statistics, corrective actions. Ensures that specific corrective action tasks are completed within the agreed upon timeline.
Participates in monthly Administrator planning meetings and completes any assigned tasks within stated timelines.
Provides training and oversight of use of programming services modules in the department Juvenile Tracking System (JTS). Utilizes JTS OBHS modules and reports to ensure facilities compliance with documentation of service delivery and quality assurance process.
Responsibility 2 Participates with facility staff, facility administration and regional administration in the development and management of Programs and Case Management services and programs within the facility.
Meets regularly with facility and other administrators to review any issues related to the successful delivery of program and case management services within their assigned facility or region.
Reviews policy as needed with OBHS staff and facility administration to ensure successful compliance.
Provides written summaries to administration describing issues within the facility that need to be addressed or strengths that should be supported.
Serves as a consultant to facility administration on any programs and case management concerns. May engage OBHS administrative team as appropriate.
Works with administration to ensure proper and consistent staffing by assisting with recruitment, interviewing and staff orientation.
Maintains OBHS staffing report on a monthly basis with OBHS Administration Dept.
Provides training related to case management policies as requested, to facility or community staff.
Participates in quarterly overall facility Quality Assurance meeting to ensure effective delivery of services.
Assist administration with performance appraisals by maintaining performance records related to health records audits and staff performance during the reporting period.
Responsibility 3 0versees the delivery of all programs & case management in assigned facilities.
Assists facility staff with the development and organization of programs/case management to meet youth’s needs in assigned facilities.
Works with program staff to ensure that services are in keeping with best practices and departmental policy.
Regularly participates with each facility multi-disciplinary team meeting to assist with service planning/review and to ensure that planning is occurring in a clinically acceptable manner.
Responsible for the oversight and assurance of compliance with treatment and administrative standards of SAVRY Assessment and SAVRY Service plan process.
Completes monthly SAVRY Reassessment checklists for assigned facilities (and if applicable SAVRY Service Plan checklist). Includes findings on monthly report and provides feedback/checklists to the facility staff and leadership. Refers identified staff for appropriate coaching and or remediation training.
Ensures that programs documentation is completed as required by policy and accurately reflects delivery of services. Ensures that facility utilizes available JTS service modules to documents service delivery.
Works with facility staff to ensure youth at risk of custody and housing are monitored appropriately and that plans are developed to address their needs.
Advocates for needed services or resources through local administration and OBHS as needed.
Participates in each facility Health Services Quality Assurance Team at least quarterly to assist with corrective action development and monitoring.

Continually utilizes quality assurance process to document needs and monitor trends allowing the process to confirm policy compliance.
Responsibility 4 Monitors compliance with all Programs and Case Management Policies within the facilities.
Ensures that all Program staff and other staff within the facilities are familiar with Programs and Case Management Policies by providing review and training as needed.
Visits each assigned facility a minimum of one time per month (unless other priority sites are in need of support). These visits may include treatment team, quality assurance committee attendance or review of specific policy areas as directed by OBHS. Facilities with unresolved issues or problems may require more visits per month.
Ensures that ACA citation related policies are understood and implemented within each assigned facility.
Documents policy related concerns and questions to be discussed at monthly Regional Program Administrator meetings.
Completes monthly chart audits to include in monthly reports and provides feedback of findings to the facility, refer identified staff for appropriate coaching and/or remediation training.
Completes a comprehensive review of each assigned facility at least once per calendar year, which reviews all policies and service delivery in the system.
Reviews comprehensive review findings with OBHS quality assurance team and solicits input and assistance for corrective action as needed.
Prepares monthly facility summary reports outlining activities for the month and ensures that the facility incorporates the findings in its corrective action plan.
Minimum Qualifications:
Bachelor’s degree in a related area from an accredited college or university and two (2) years of job-related supervisory experience in a human service delivery program; or related certification and one (1) year of job-related supervisory experience in a human service delivery program or two (2) years of experience at the lower level Social Svcs Prgm Mgr Spv (SSP023) or position equivalent.
Preferred Qualifications:
Master's degree from an accredited college or university in a related field AND One year of supervisory experience in a programs or behavioral health services environment.
OR
Doctorate degree in a related field. Georgia licensure or eligible for licensure in a mental health field.
Behavioral Health and/or Programs and Case Management Treatment Experience in a juvenile correction facility or adolescent residential treatment setting.
Demonstrated experience utilizing the Structured Assessment of Violence Risk in Youth (SAVRY) in juvenile justice or behavioral health settings and the ability to integrate SAVRY findings with evidence-based interventions (e.g., DBT, ART, substance use programming) to address identified criminogenic needs.
