JOB SUMMARY: Under broad supervision, provides advanced level professional support in one or more of the following areas: OMAT, maintenance, construction, intermodal, planning, utilities, surveying, environmental or traffic. May also serve as a lead worker providing training to lower-level staff.
JOB SPECIFIC DUTIES: This position will cover portions of District 3, 6, and 7. Under limited supervision, serves as liaison between Design and Construction Offices. Reviews implementation and effectiveness of Erosion Sedimentation and Pollution Control Plans (ESPCP) on active projects providing immediate assistance and direction to better achieve compliance with current NPDES Permit requirements. Reviews Erosion Sedimentation and Pollution Control Plans (ESPCP) for field plan reviews to ensure compliance with current NPDES Permit requirements.
MINIMUM QUALIFICATIONS
The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Minimum Qualifications
STATE ENTRY QUALIFICATIONS:
· Bachelor's degree from in a related field AND (1) year of job related experience;
OR
· Associate's degree in a related field from an accredited college or university AND (2) years of job-related experience
OR
· (1) year of experience required at the lower-level Transportation Specialist 2 (TRP051) or position equivalent.
AGENCY SPECIFIC QUALIFICATIONS:
· Possession of a GSWCC Level 1A or Level II Design Professional certification.
- Knowledge of state and federal environmental laws and regulations, erosion and sediment control processes.
- Experience with specific environmental regulations such as NPDES Infrastructure General Permit, the Georgia Erosion and Sediment Control Act, and the Georgia Water Quality Control Act.
- Demonstrated experience reading and interpreting roadway construction plans.
- Committed to providing quality customer service.
- Possesses excellent oral and written communication skills with the demonstrated ability to effectively communicate information to contractors, departmental personnel, and others.
- Possesses the ability to identify, solve problems and apply innovative solutions.
- Possesses a high level of commitment toward work and a high standard of ethical conduct.
- Possesses the eye hand coordination and the physical strength and agility necessary to perform the core responsibilities of the job
PREFERRED QUALIFICATIONS:
· Possesses GSWCC Level II Design Professional certification.
· Registered CPESC or CPSWQ.
· Possesses WECS certification.
· Possesses working knowledge of the Georgia Erosion Sedimentation Act, the Clean Water Act.
· Possesses advanced knowledge and understanding of the goals, objectives, or policies of the department related to the construction of transportation projects.
· Demonstrated ability to select and apply best management practices to field conditions based upon available published resources.
· Demonstrated ability to read and interpret plans quickly and accurately.
· Demonstrated ability to effectively manage own time while dealing effectively with multiple priorities.
· Demonstrated ability to identify and analyze on-site and contract related construction problems.

Good Employment Standing:
In accordance with the Interview and Selection Process (ISP), an applicant must have no active disciplinary actions to be in good employment standing. Actions that may disqualify an applicant include letters of reprimand (active for 12 months after issuance date); suspension without pay or disciplinary demotion (active for 12 months from the effective date); Performance Improvement Plans (PIP) and Leave Restriction Plans (active until 12 months after the date of conclusion). In addition, an employee must have an overall ePerformance rating score of three (3) or higher on their most current evaluation. Please note that Memorandums of Concern are not considered disqualifying factors. Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee’s favor, he or she will be allowed to compete.
