STATE PROFILE SUMMARY: Under broad supervision, provides advanced level professional support in transportation planning activities including multimodal short- and long-range transportation plans and geographic planning analyses. May also serve as a lead worker.

JOB RESPONSIBILITIES:

· Under limited supervision, supervises the section in performing traffic studies.

· Plans, schedules and determines work priorities of internal and external consultants to complete traffic forecasting requests in a timely manner.

· Performs computations for Traffic Forecasting of design traffic projections in the most complex of projects.

· Calculates base and design year average daily traffic, design hour volumes and truck percentages, on complex projects, for use in the design and environmental clearance of transportation systems.

· Determines traffic growth for each project location for the most complex projects using outputs and concepts from GDOT’s various travel demand models.

· Analyzes existing traffic data to determine traffic movements.

· Requests special traffic information needed for traffic projections.

· Administers all aspects of consultant contract(s), of which their staff also performs all traffic study-related tasks on behalf of the Office of Planning.

· Performs record keeping in accordance with standards of the Office of Planning.

· Communicates with subject matter experts, FHWA, GDOT project management teams, consultants, and other offices within the Department to provide information on ongoing projects.

· Facilitates Interchange Access Justification Report (IAJR) development and coordination.

· Manages multiple types of planning services contracts with statewide level scope involving the interstate system.

· Promotes and supports transportation planning initiatives and innovation through cross-functional training, outreach, and collaboration within the Office of Planning and throughout the Department.

STATE ENTRY QUALIFICATIONS:

· Bachelor’s degree from an accredited college or university and three (3) years of experience in transportation-related work; or two (2) years of experience required at the lower-level Transport Planning 2 (TRP061) or position equivalent.

AGENCY SPECIFIC QUALIFICATIONS:

· Bachelor’s degree in a related area AND Two years of experience in research, planning, analysis or related areas, one year of which was as a lead worker/supervisor.

· OR associate degree in a related area AND Three years of experience in research, planning, analysis or related areas, one year of which was as a lead worker/supervisor.

· Proficient skills in the use and application of computer applications such as word processing, Excel, and traffic analysis software.

· Experience making sound and well-informed decisions.

· Experience identifying and developing effective solutions/alternatives to problems.

· Maintains a high standard of ethical conduct.

· Proficient in Microsoft Office suite.

AGENCY REQUIRED COMPETENCIES: (KSAs)

· Knowledge of traffic analysis/forecasting procedures; experience in the development of design year traffic.

· Knowledge of transportation network impacts when working with interrelated transportation projects.

· Knowledge of basic math functions, algebra, geometry, and statistical techniques.

· Ability to effectively express facts and ideas to various audiences.

AGENCY PREFERRED QUALIFICATIONS:

· Master’s degree from an accredited college or university in a related area.

· Familiarity with GDOT’s Design Traffic Forecasting Manual.

· Familiarity with Georgia’s Statewide Travel Demand Model and how it relates to traffic projections.

· Familiarity with ProjectWise.
